Raul Scherrer is a self-made successful Site Development Professional. Mr. Scherrer started his career over 30 years ago in Florida with a skid steer loader and a pick up truck. Over the years through hard work, dedication to the client and a never quit attitude Raul has established his reputation as a leader in the Site Development Industry. Raul has many years of experience with all facets of site development including but not limited to demolition, excavation, contaminated soils removal and disposal, site preloads, sanitary systems, water systems, drainage systems, curbs, gutters and walkways, asphalt and project maintenance through build out.
Dania Rodriguez, Accounting Manager
Dania Rodriguez has over 25 years’ experience in the construction industry. With her extensive knowledge and experience, Dania is one of EMS’ greatest assets. Her excellent organizational skills and need for maintaining clear, accurate and meticulous financial records helps keep EMS’ finances in order. Dania manages the companies accounts payable and receivable and is responsible for preparing and maintaining all monthly construction draws, AIA billings, NTOs, Insurance, Purchase Orders and progress payments to subcontractors/vendors and suppliers. Dania knows that her dedication, strong working relationships with clients, vendors and subcontractors will exceed all expectations and aid in completing a successful project.
Mia Lutz, Project/ Office Manager
ManagerMia Lutz joined the EMS Site Development Team possessing over 18 years’ experience as a Project Engineer. Ms. Lutz has previous Project Engineer experience from an Owner/Developer in New York City and General Contractor’s point of view in South Florida. Mia has a work ethic that is second to none. She is the go-to person with whom everyone depends. Mia is the first one to the office and the last to leave type of person. If something needs to get accomplished, it is Mia leading the way.
Filipe Oliveira, Project Manager
Filipe Oliveira has over 4 years of experience in estimating, project management, and construction services in both residential and commercial projects. His areas of expertise include budgeting and scheduling for construction projects, as well as managing staff and subcontractors. Mr. Oliveira’s construction management experience includes generating cost estimates and proposal for construction services; organization and negotiation of contractor quotes; project budgeting and scheduling; evaluation of contractor best management practices (BMPs) compliance.

Antonio “Tony” Melo joined the EMS Site Development Team possessing over 30 years’ experience in Site Development Management. Mr. Melo not only manages the field operations he is also an integral part of our estimating process. Tony oversees all aspects of the field operations with management talents that are second to none in the industry today. He is truly a key asset to the company and to its customers.

Jose Zeron has been with EMS Site Development since its inception. Mr. Zeron has over 20 years of Site Development experience ranging from conception to completion. Jose is a can-do person who will find a way to overcome any conflicts in the field. He is well known and respected for his talents by our Customers as well as Local, County and State Authorities.
